Healthcare Facilities Need Security Assurance

Peter Diľ is a proxy and co-owner of SATUM CZECH s.r.o., one of the largest insurance brokerage companies operating in the Czech Republic since 1997. Comprehensive insurance programmes in the healthcare sector are among the top priorities.

Not only do patients need to feelconfident, but healthcare facilities should also protect themselves as a precaution. What can you off er the managers of these facilities in terms of insurance products?
Under cyber risk insurance, insurance protection covers the overt and covert consequences of cyber attacks. It protects against many interconnected risks not covered by ordinary professional insurance. Healthcare facilities are a frequent target of cyber terrorist attacks because they collect and handle large numbers of people’s health data as well as other information. Suppose cyber criminals manage to get their hands on this data. In that case, they usually get a lot of media attention. Still, they often also encrypt the data and demand a ransom for decrypting it and not making it public. The direct cost to the compromised healthcare facility of dealing with the attack and recovering the data often runs into the millions and even tens of millions of Czech crowns.

One of the lesser-known risks covered by this insurance is disclosing health data in connection with the physical leakage or loss of patients’ medical records. Professional liability insurance of medical institutions is compulsory contractual insurance. Still, the law does not speak about the scope of its negotiation. To negotiate quality protection, it is necessary to prepare a thorough analysis with the healthcare facility and then, based on this analysis, to draw up an optimal insurance programme that meets the needs of the specific healthcare facility. When requesting such insurance, we often see demands for minimum deductibles and, conversely, underestimating the maximum amount of damage that a healthcare facility can cause. In our analyses and recommendations, we model the different types of damages, their amount and deductibles in relation not only to the cost of the insurance but also to the compensation that the facility can sustain from its resources, which in turn can have a major impact on its finances.

The other insurance products I would mention are the stalwarts of the market. These include property insurance, business interruption insurance, the liability of managers for their wrong decisions, general liability, employee liability for injury caused to the employer, etc.

You have long been partners of major healthcare conferences, including the Effective Hospital Conference. Can we say that a well-insured hospital is efficient?
I would reverse the answer. An efficient hospital is well insured.

Preventive care is important to protect health. What role does prevention play in reducing insurance risk in the health system?
That is more of a question for the health insurance companies. Their product cannot be off ered commercially by an insurance intermediary in the Czech Republic. It is impossible to arrange abovestandard insurance.

Thank you for the interview.
