How is the reliability and security of electricity transmission maintained within the transmission system, the backbone of the electricity network? We discussed this topic with Martin Bílek, the Security Director of ČEPS, a.s., who oversees the protection of the key components of the critical infrastructure.
As the sole transmission system operator and a crucial part of the critical infrastructure, how does your company prepare for potential crisis situations?
We view crisis and emergency preparedness as fundamental. It is integrated throughout our company, especially in transmission dispatching, operations and maintenance management. Cybersecurity and human resources are also key areas of focus.
In compliance with the legislative requirements, we have developed an emergency plan for the transmission system operator, a crisis preparedness plan for the critical infrastructure entity, as well as related procedures and manuals for various crisis scenarios.
To ensure their effectiveness, the procedures must be regularly reviewed and practically tested during various exercises. These are then evaluated, and corrective measures are implemented as needed. At ČEPS, we conduct both internal and joint exercises with the Integrated Rescue System (IRS) forces and the Army of the Czech Republic. With the Army, we prepare for the potential protection and defence of our facilities through the SAFEGUARD exercise and participate in the nationwide HRADBA exercise. We also collaborate with the Fire and Rescue Corps on fire drills related to the evacuation of personnel. It is crucial for us to train firefighting units under the specific conditions of electrical substations, where the intervention requirements are quite unique.
What are your top priorities for your current security policy?
ČEPS holds a unique position in the Czech Republic due to the nature of our sector. Our top priority is ensuring the safe and reliable transmission of electricity. Following legislative requirements is a standard expectation. Our safety policy encompasses several interconnected areas: physical security, emergency preparedness, occupational health and safety, fire protection, and environmental protection. We also onsider the growing demands for physical security, fire safety, and environmental protection in the design of new buildings. Given the current security situation, we are placing heightened emphasis on personnel safety as well.
The collaboration with the Integrated Rescue System (IRS) and the Czech Armed Forces is undoubtedly crucial for ČEPS. How do you assess this partnership?
The cooperation between ČEPS and the IRS, as well as the Czech Army, can only be described as exceptional. This collaboration is the result of many years of effort and determination to advance initiatives, find solutions, and implement new measures and procedures. Over time, this partnership has significantly enhanced the safety level at ČEPS and raised safety awareness throughout the company. We highly value the open approach and willingness of our colleagues from the IRS and the Czech Army, who have been long-term partners in this effort. Our gratitude is symbolised by being regularly awarded the ČEPS Medal of Merit for Safety during a ceremony held in the Ball Game Hall (Míčovna) of Prague Castle.
